This workshop I attended recently for OWSA on ICT policy and civil society was organised by APC, IDRC, GIPI, Digital Empowerment Foundation, Indev and PlanetFinance on April 21-23, 2004. The main thurst of this workshop was to train the civil society participants in policy making in ICT related areas. Attended by about 40 people besides the organisers, the attendees included representatives of grassroot level NGOs, civil society organisations, government and private sector as well.The workshop, first of its kind held in South Asia, had Sonia George of APC as its trainer. The workshop started with introductory speeches by its organisers including Mr. Frank Tulus, IDRC, Mr. Amitabh Singhal, President ISP Association of India , Mr. John Borgoyary – Indev (British Council). The workshop then was started with brief introductions of the participants and remarks of the trainer, Sonia.The issues covered in this workshop dealt mainly with how civil society organisations could implement ICTs in the most effective way and framing a conducive policy framework for the same.Around this cental theme, roles of various other ICT tools and applications including radio,online communities were raised.
The workhop was though highly interactive, various non issues were raised and discussed.I pointed out how OWSA played in influencing the policy making efforts through its global portal like DigitalOpportunity Channel and the discussion forums like Information Society:Voices from the South. OWSA has been instrumental in bridging the digital divide trough projects like OKN and EkDuniya which will essentially benefit the grassroot people through empowering them to publish local knowledge in internet in local languages.
